PVS BLOOM TRIGGERED MW | SLOVAKIA

In Slovakia, the main general results achieved during the action have been the triggering of 1 PVPP:
Plant of 1,155 MWp
Location:  Rimavska Sobota
Investment of 7.000.000 Euro
municipality terrain rented by the private investor for a period of 15 years

The Italian–Slovak Chamber of Commerce (PP) delivered support and colaborated with the company Enerco International, an international company operating in energy sector and interested in developing RE projects in Slovakia, and assisted it in the identification of the terrain and negotiation with the local self-government. The Chamber has also assisted the investor in all administrative and legal procedures related.

Finally the PV plantation of 1,15 MW power was built and is being plugged in June of 2011, as one of the last ground PV installation in Slovakia. The legislation has been amended and a serie sof technical restrictions were imposed in Slovakia as of July 2011. PVs installations have been restricted to 140KW on roofs and feed-in-tarifs are decreased twice a year.

Prevision of further RES investments around the area: The high visual impact of the system, together with the dramatic PV cost decrease is surely creating a mimetic action in the surroundings of the area

Peak power: 1.25 MW
Area owned by: Multi-owned
Type of investment (private, public, leasing, mortgage…): private
Kind of support: providing some technical advice when needed, and carrying out a quality control of the PV modules to be used in the PVPP order to check the real peak power of a module sample
Volume of investment: 4.4 MEur

Technical advice was provided when needed to both the owners and the EPC suppliers. In addition, a quality control of the PV modules to be used in the PVPP order to check the real peak power of a module sample was carried out.
Another relevant result achieved in Spain, has been the development of a feasibility study of photovoltaic installations on marginal lands in Spain:  Despite the detected real interest of the municipalities in having PVPPs, that considered very interesting the Bloom project approach for the use of degraded terrains, the goal of achieve installed MW in the area of Valencia proved to be impossible due to the evolution of the photovoltaic energy market in Spain in the last years. As a consequence of this evolution the government imposed hard conditions to the installation of new photovoltaic facilities, stating annual limits on the total power that can be installed, and tariffs benefiting the installation on rooftops, instead the
Due to these circumstances of the Spanish scenery, the Chamber of Valencia was forced to propose a change in the objective of installing PVPPs. Instead of promoting new facilities, which proved to be impossible given the market conditions, the Chamber developed a study of feasibility of photovoltaic installations on the ground in Spain, especially on degraded lands, aiming at driving the future policy change proposals in Spain by the Government and other policy makers. This measure was exposed and approved by the representative of EACI, the coordinator of the project, and all partners during the Project Committee meeting in Valencia, on September 7th and 8th of 2010.
The Chamber has developed a Study of feasibility of photovoltaic installations on the ground in Spain, especially on degraded lands, aiming at driving the future policy change proposals in Spain by the Government and other policy makers. The Study analyses the gap between the restoration of marginal terrains in the regular way and the restoration by installing PVPPs. Analyses also different economic solutions that the Government could follow in order to help the installation of PVPPs on marginal areas, and presents a possibility of administrative management for those marginal areas as an special case for the construction of solar facilities.
The study was finally addressed to several bodies of the Spanish and Valencian Governments, with the request that it will be taken into account when carrying out new regulatory developments, and offering the possibility of keeping in touch thereafter for a fuller explanation and support of the Chamber of Valencia in the development of works related to the purpose of the project.
At the date of the preparation of this report the first answer from a government authority was received. The Spanish Office for the Climate Change of the Ministry of Environment addressed a letter of gratitude and congratulations for the work carried out, highlighting its value as contribution to the sustainable development in Spain.
